Employment and Immigration

The First Nations Training-To-Employment Partnership Program purpose will be to provide First Nations people (primarily living on-reserve) who are unemployed or underemployed with the skills needed for sustained employment in occupations with long-term employment prospects.

Partnership Program Requirements:
To ensure an adequate support network for First Nations Employment-to-Training Partnerships exists, each partnership should include a minimum of three principal partners. These being:

  1. At least one First Nations, Tribal Council or Treaty organization (although multiple representation is encouraged e.g. An Aboriginal Human Resource Development Agreement holder)*.
  2. An employment provider i.e. from the private sector such as, Industry, Business, Union or Labour Organization.
  3. Alberta Employment and Immigration (and other provincial governments as deemed necessary).

*Partnerships will be developed with First Nations organizations but can be broadened to include other Aboriginal Groups representing Metis and non-status Indians with the agreement of the three principal partners.

Without the first two principal partners, a joint partnership project cannot and will not proceed.

The elements of the program will reflect an integrated approach and will include, but are not be limited to: a focus on life management and employment coping / job readiness skills, employability skills, work related literacy skills, specific occupation skills, paid work experience or training on-the-job, placement, follow-up and employment support (maintenance) services for program graduates. As much as possible each project will be tailored to individual needs, assisting First Nations people with their career goals, addressing employment barriers and supporting their career path aspirations.

Supporting partners, such as a training provider (public or private), will be utilized to ensure that First Nations people have the opportunity to be successfully trained in a specified industry or business and receive some form of recognized certification / credential wherever possible.

The First Nations, Tribal Council or Treaty organization will screen and assess individuals for their suitability to participate within a training project in consultation with the other principal and supporting partners.

To ensure the success of the First Nations Training-To-Employment Partnerships Program, adequate funding must be in place. Before any funding is committed by Alberta Employment and Immigration, letters indicating the specific level of anticipated support by all partners should be provided.

Alberta Employment and Immigration's funding contribution cannot be used to support living allowance costs. Nor can these funds be used to purchase equipment or any other form of permanent asset (e.g. land or buildings). Alberta Employment and Immigration’s funding contribution can be used to support direct training (e.g. instructor fees, training manuals, equipment rental, tutors, etc.) and/or project management / coordination costs.

The intent is not to duplicate existing employment and training activities that are already underway or available to First Nations people through other means. Training projects will compliment existing programming currently offered by the federal or provincial governments.

Projects will be of a maximum duration of 52 weeks with a minimum recommended length of no less than 6 weeks. The intent of the project duration is to address all necessary employability and occupational skills prescribed by industry before participants are placed into full-time employer supported employment. During the project duration a reasonable balance must be found between on the job and classroom training. This balance is recommended to be a 60/40 split at minimum with more emphasis placed on worksite training than classroom instruction.
