Skills Investment Programs

Employment and Immigration
To assist financially disadvantaged individuals in need of basic education and short term skill training leading to sustainable employment. To financially assist apprentices with demonstrated need to attend formal training.

Eligibility Criteria

To qualify for and maintain funding, individuals must:

 

  • be unemployed (not working or only working sporadically) and legally entitled to work in Canada;
  • be a resident of Alberta, or an Employment Insurance insured participant, or eligible for provincial income support benefits;
  • be attending apprenticeship, short term skills training or upgrading programs;
  • have an identified and achievable employment goal;
  • be ready, willing and able to pursue the needed training or upgrading programs;
  • attend full-time study at an approved educational institution;
  • maintain passing grades; and
  • be in financial need as determined by a standardized needs assessment procedure.

Summary

Skills Investment Programs provides individuals with financial assistance to attend apprenticeship programs, basic foundation skills and/or skills training at approved public or private training providers. Amounts awarded to eligible participants for living allowances will vary depending on financial situation and family size.

Funding

 

  • Employment Insurance individuals will normally remain on Employment Insurance Part 1 benefits; additional needs based assistance will be provided for training and living costs from Part II funding; Employment Insurance individuals are considered independent (e.g. no parental contribution) and vehicle assets are exempt.
  • individuals make a personal contribution to training.
  • Income support individuals and other Albertans apply under normal students financial criteria.
  • individuals in upgrading programs receive grants; Employment Insurance individuals in skill training and apprenticeship programs receive grants supplemented by loans, if necessary, to make an expected contribution; and non-Employment Insurance individuals in skills training receive loans primarily.
  • Disability related employment supports will be recognized.

Programs
Approved programs include apprenticeship, short-term skills training and Basic Foundation Skills (academic upgrading, literacy, numeracy, English as a Second Language, life management and pre-careers training.)

Length of Support
For Employment Insurance individuals (considered primarily "workers"), training is normally limited to twelve months (cumulative) with provision to exceed this in exceptional circumstances. Income support individuals and other unemployed Albertans are eligible for up to 40 months training and assistance. Apprentices are funded for the length of their apprenticeship training programs.
